I think you have to complete the game once first.

Install the new game plus DLC, then start a new game.

Pick difficulty, tutorial on/off, witcher 2 save, pick new game+

    What?

Install new game + from the DLC tab on the Witcher 3 page in Steam. Same way you have to install all the other free DLC.

I'm sorry, but DLC was not meant for a game like Witcher. For games like Street Fighter there can always be more players added for Fan Demand...but a game like Witcher should have a complete story from the get go.

The DLC is listed in the article and it's just cosmetics, extra weapons, a few side quests and NG+, the stuff Capcom like to charge you for, CDPR have made this free and this dlc doesn't effect the story in any way.

It already does have a complete story. Most of the free DLC is cosmetic and and additional quests. I did like the skyrim DLC approach where they expanded the world map and also added a new classes ( kinda)

DLC characters for fighting games would either be underwhelming, or significantly change the competitive gameplay that it would feel like it is necessary to get the DLC for high level competitive games.
